What does this quote mean? we tend to ignore at our peril the worldview dimensions of our communication across?

not sure but as i read it, it tells me that, as a rule, the human population(meaning all existing cultures of this earth) don't really seem to give a crap about each other especially when that culture is facing many problems or is in need of help. i could be wrong but...that's how my brain and heart interprets it.
