I shave my pubes and I'm only 16 but I can never seem to get it all the way to the skin.?

When I shave down, with the wave of my pube hair, the razor only cuts it down to about a 1/16 of an inch. It's very prickly when I feel myself on the way up and the hairs are still very noticeable! I can't shave up either to get it because every time I do that I get a boatload of ingrown hairs. I really don't know how to win here, I've tried new razors with more blades and I still can't get it all. I try shaving cream and that doesn't help! So please just give me some suggestions on how to get it all the way gone. Oh and just tips on shaving, I don't want to get a Brazilian wax.
